I also purchased the Sleeping Dogs Collection which only lists 17 of the DLC's, and I was given all of them other than the free HD texture pack that you have to download seperately anyways. I counted the contents of both of them to decide which one I want and I went with The Collection in the end because it was cheaper and I figured the extra $2 wasn't worth it for some DLC's. And it turns out that I actually have all of the DLC and they work perfectly in-game (all of them, even the unlisted ones- of course. That was my point). The package info in the store page gives you the wrong information, and like I said, I don't know why.

All the DLC's activate (other than the HD texture pack- you can toggle that in your game settings) after you finish the beginning missions and obtain your apartment. You get a ton of end-mission notifications (and there are some campaign DLC's that show up when you start the game- but you'll see what I mean when you purchase it and play).
You can also right-click the game in your Steam library and go to properties, and then check the DLC tab which lists all of your DLC- it should have all of them, not just 17. And there is a menu tab in game that also tells you the same thing. It lists all of them for me.
Although I see that you haven't purchased The Colletion yet (let alone the game), so I'm just telling you this for the future, and it's of no help right now unless someone else who got the collection wants to check and clarify.And, it's for sure. Very well said. I really appreciate that you put a very detailed information in your post and I personally think your post should be put into sticky so everybody can read what it's all about. Now I know which one I should buy and I thank you for that good mate. Hopefully there won't be any confusion regarding which version people should buy from now on. I assume that Square Enix won't be stickying this post since they'll probably make some extra cash by just leaving the store page incorrect. Who knows, they could update it someday in the future. Or maybe even remove the extra DLC's maybe months from now realizing that having the DLC collection and the collection makes absolutely no sense at all.

But I'm glad that I could help some people decide on which one to buy.I just want to let people know that it could change sometime in the future. Just incase someone reads my post like. A year from now and Square Enix finally changed how it goes. I don't know how Square Enix decided to bundle the game and the DLC's.
But as of right now, it is how it is.
